Regular inspection and testing of an emergency lighting scheme is a statutory obligation of building owners and employers under the Regulatory Reform (Fire Safety) Order 2005 as well as a range of health and safety regulations applying to duty holders.
Emergency Lighting provides visibility in an emergency, such as a fire, where the main power supply is cut, and any normal illumination fails. Emergency lighting should be ready to perform in the event of an emergency automatically at any given moment to enable occupants to evacuate site safely.
Not only is a correctly functioning emergency lighting system paramount for building fire safety and the protection of staff and builder uses, but emergency lighting maintenance is a legal requirement and failure to maintain and test these systems at least on an annual basis, leaves the duty holder liable.
As part of this, regular testing must be completed with a test record maintained for each luminaire.
The daily, monthly and annual tests are detailed below and observing these will help to ensure that the installation will meet the required lighting levels to provide sufficient escape route, open area or high-risk task lighting.

The duty of building owners and employers to provide effective emergency lighting systems is governed by a range of legislation including the Health and Safety at WorkAct 1974 and specifically the Regulatory Reform (Fire Safety) Order 2005 (RRO).
In terms of conforming to British Standards, BS EN 50172:2004 and BS 5266-8:2004 (emergency escape lighting systems) outline the minimum requirements for inspection and testing of emergency lighting systems.
Duty holders have a legal obligation to ensure that their emergency lighting system is maintained in accordance with BS 5266-1:2016 (Code of Practice for the Emergency Lighting of Premises).

DAILY
Visually check all green LED charge indicators are illuminated to ensure that the batteries are being charged.
MONTHLY
Complete a short functional test on each emergency luminaire, isolating the power supply to check that it will illuminate in emergency mode.
To maintain the life of the battery this test should be for a short period only, sufficient to ensure that each luminaire has illuminated from the battery supply (normally less than 10 times).
YEARLY
Conduct a 3 hour full duration test on each emergency luminaire, isolating the power supply to confirm that the battery retains the capacity to provide emergency lighting for 3 hours.

ELECTRICAL INSTALLATION CONDITION REPORT OR LANDLORD ELECTRICAL SAFETY CERTIFICATE
All workplaces and landlords in the UK must have an Electrical Installation Condition Report (EICR test) conducted on a regular basis or every 5 years. Electrical systems that are deemed safe will be awarded an electrical safety certificate. Failure to do so under the Electrical work regulations 1989 can have serious consequences including decommissioning of the building with financial penalties. Local authorities may impose a financial penalty of up to £30,000 on landlords who are in breach of their duties.

Sometimes referred to as 5 Year Fixed Wire Testing or Hard Wire Testing, having an EICR is alegal requirement for every UK workplace or building as stipulated in the Electrical work regulations 1989.
It is also recommended by British Standards BS 7671 18th Edition (Regulation 135.1) that every electrical installation is subjected to regular inspections and testing.

Gas Safety Certificates
Landlords and employers are legally responsible for making sure all gas-related equipment provided to tenants or employees is safe to use. This means gas equipment should be subjected to regular inspections followed by any necessary remedial work.
